If you are unable to download, view, and print the documents, or you do not consent to electronic delivery, you cannot submit your application using our e-signature or print-and-mail options. Please contact Vanguard Investor Information Center at 877-662-7447 for assistance or to request a free paper copy of any of these documents. You can also request a free copy of these documents in our Forms area.

Vanguard will not charge you a fee to use our website, but you could incur expenses from your Internet service provider when you access information online. An Internet service provider may occasionally experience system failure, and hyperlinks may fail to function properly.

Duration of electronic consent

Your election and consent applies only to this transaction request. If you request another transaction, you may be required to consent to electronic delivery again.

E-signature agreement

1. I acknowledge that I have full authority and legal capacity to purchase Vanguard fund shares and to open this mutual fund account with Vanguard (the Account).
2. I acknowledge that I have agreed previously to be bound by the Terms and Conditions of Use of Vanguard.com® and understand that those Terms and Conditions of Use apply to the Account.
3. I understand and agree that all transaction requests placed for my Account are my responsibility and are at my risk. I understand that I am approving any instruction (whether given in writing, by telephone, through the Internet, or other means) given to Vanguard on my Account, and I agree that none of The Vanguard Group, Inc., any of the investment company members of The Vanguard Group, or any of their respective affiliates, will be liable for any loss, cost, or expense to me when they act upon such instructions reasonably believed by Vanguard to be genuine.
4. I understand that if my Account is registered in more than one name, Vanguard may accept written or telephone instructions from any one of the owners.
5. I acknowledge that I have received a current prospectus for each Vanguard fund in which I am investing, and I agree to be bound by their respective terms. If I am investing in a Vanguard® state tax-exempt fund, I certify that I am a legal resident of the state referenced in the fund that I selected, although I may occasionally use a mailing address in a different state.
6. In connection with the electronic money-transfer option(s) I have chosen, I authorize The Vanguard Group, Inc., and Vanguard Marketing Corporation, and any affiliates or subsidiaries of either (individually or collectively, “Vanguard”), upon telephone or online request, to pay amounts representing redemptions or withdrawals made by me, or to secure payment of amounts invested by me, by initiating credit or debit entries to my account at the bank named by me. I authorize the bank to accept any such credits or debits to my account without responsibility for the correctness thereof. I acknowledge that the origination of Automated Clearing House (ACH) transactions to my account must comply with the provisions of U.S. law. I agree that Vanguard will not incur any loss, liability, cost, or expense in connection with my telephone or online request. I understand that this authorization may be terminated by me at any time by written notification to Vanguard. The termination request will be effective as soon as Vanguard has had a reasonable amount of time to act upon it. I represent and warrant to Vanguard that I am an owner or authorized signer on the bank account named by me, and that no other owner or authorized signer of such bank account is required to sign in order to authorize the initiation of ACH transactions to such bank account.
   IMPORTANT: If you are not an owner or authorized signer on the bank account and/or the signature of another owner or authorized signer of such bank account is required in order to authorize the initiation of ACH transactions to such bank account, you are not eligible to submit your application using an electronic signature and must click Don't Sign to print and mail your application.

If I am a U.S. citizen, a U.S. resident alien, or a representative of a U.S. entity, I certify under penalty of perjury that:
 
(a) The taxpayer ID number I have given on this application is correct or I am waiting for a number to be issued to me; and

(b) I am not subject to backup withholding because (i) I am exempt from backup withholding, or (ii) I have not been notified by the Internal Revenue Service (IRS) that I am subject to backup withholding as a result of a failure to report all interest or dividends, or (iii) the IRS has notified me that I am no longer subject to backup withholding; and

Important: If you have been notified by the IRS that you are currently subject to backup withholding because you have failed to report all interest or dividends on your tax return, you are not eligible to submit the application using an electronic signature and must click "Don't Sign" to print and mail your application.

(c) I am a U.S. citizen or other U.S. person (as defined by the IRS in its W-9 instructions); and

(d) The Foreign Account Tax Compliance Act (FATCA) code(s) entered on this application (if any) indicating I am exempt from FATCA reporting is correct.

If I am not a U.S. person, I am required to complete the appropriate Form W-8 electronically to certify my foreign status, including my FATCA status, and claim treaty benefits, if applicable. I understand that I am not under penalty of perjury certifying the above information.

The IRS does not require my consent to any provision of this document other than the certification required to avoid backup withholding.
